Our Story
Jack Hughes and Jim Floyd have spent the last 18 years working together professionally, but they have known each other their entire lives. They grew up together in Knoxville, Tennessee as childhood friends, graduated from Farragut High school and attended the University of Tennessee together. After college they went their separate ways, a few years later they were reunited at Volkert, Inc. In 2003 they began working to develop Volkert’s Civil Engineering Inspection (CEI) program in Tennessee and throughout the Southeast. During the height of the COVID 19 pandemic in the Fall of 2020, they began planning their vision for Inspex Services, LLC with a goal to provide quality and efficient construction services as a certified Disadvantaged Business Entity (DBE) contractor on projects.

Chief Executive Officer
Jim Floyd began his professional career in 1993 working as an Engineering Technician with TVA with work focusing onenvironmental testing and compliance and construction. After graduating as a Civil Engineer from the University of TN in 1995, he began working as a Project Manager for a Heavy Civil Construction Contractor and focused on projects in the Local, State, Federal and Private industries. Pursuing his Professional Engineer’s License in 1998, Jim started his career at Volkert as a Design and Construction Engineer where he focused his efforts on development and growth of the Tennessee Construction Engineering and Inspection program.

After college Jack Hughes began his career in the construction industry as an entry level rodman on a survey crew in 1994. After fulfilling his survey apprenticeship requirements in the summer of 2001, he began the process for survey licensure and passed the State Licensing Exam for Land Surveyors in early 2002. Mr. Hughes accepted a position with Volkert, Inc. in early 2003 as a Quality Control Inspector starting his career in Quality Control/Quality Assurance including construction inspection, testing and documentation. At Volkert, Inc. he worked in several capacities ranging from Owner’s Representative, Project Manager overseeing field materials verification and testing, construction inspection and documentation, and preparation of monthly construction progress payments, as well as contract compliance requirements. During his career, Jack Hughes and been involved with all aspects of the construction industry with a focus on providing Construction Engineering Inspection and Surveying services for heavy civil and linear transportation infrastructure projects.
